It depends on what you're trying to do. Fashion illustration isn't technically different from any other kind of digital illustration. You either draw the image first with pencil/paper and import it into Photoshop, or you do the whole thing digitally in photoshop using your wacom tablet. What you need to find are tutorials on digital art period, and many can be found through google or www.conceptart.org/forums
